'States' Rights' was the traditional (and convenient) slogan that licensed an individual state to do as it pleased - trade slaves, withhold tariffs or secede from the USA altogether.

'Popular Sovereignty' was the new slogan in the 1850's for the right of a new state to vote on whether to be slave or free. This sounded very reasonable, but led to much terrorism and bloodshed.
