These are already preinstalled platforms. You just register and you can start blogging.
If you wish to have your own webhosting, then try free Content Management System Wordpress.org
Honestly, I would say that Wordpress (http://www.wordpress.com) is the best site. I have a blog there, about pugs and information about them (see http://puglover2010.wordpress.com), and I can say that Wordpress has a lot of themes for your blog and gives you regular updates on cool new features, NOT via email, but on the top of the page. It's easy to figure out, and I personally guarantee that you'll be satisfied. :)
