I prefer an adhesive like PL300 or silicone for this. -If it has to be pulled tight you will have a problem, whatever you use.
The headliner is made from a thin knit fabric bonded to a layer of polyfoam which is glued to a hard shell. Over the years, the foam deteriorates and the fabric drops away from the shell. You cannot reattach the fabric because the foam will no longer hold it. You must remove all the old fabric, scrape off all the remaining foam and glue a new piece of headliner fabric to the hard shell beneath. Headliner fabric can be found at large fabric shops like Jo-Ann Fabrics, or from auto upholstery shops.

Vinyl Liner
This happened in my 02 Tribute. I used a spray adhesive to stick the fabric back on the panel. I used a flat-head screwdriver to tuck the edges in. This worked great but of course with the high temps inside the vehicle, the glue wore off after about 2 months. So I just repeated the process...... I'm cheap like that!

The best for truck bed liners are often a coarse rough type of paint. You'll often see it simply as bed liner, it gives a tough exterior to your liner to keep it safe from harm.
