Yes there are certain breeds of dogs that are good with children Labs, retreivers, German shepards, boxers(PROPERLY trainned) and border collies. These are just naming afew from my experience with dogs, but border collies would be a major pointer. Little lap dogs can sometimes get protective of their people and try nip at children putting them off dogs, huge dogs breed for fighting long back can be untolurable of small children pulling their tail.
There is no such thing as an actual hypoallergenic dog but there are certain breeds that are considered less "inflammatory", so to speak. Unfortunately, Allergies flare when people are exposed to dog saliva and dog dander and these things are unavoidable if you want a doggie companion.
Dogs that do not shed are the breeds touted as hypoallergenic. Poodle (hence the explosion of designer dogs in which a poodle is added), bichon frise, shih tzu, maltese, Portuguese water dog, etc and any hairless breed of dog are considered better for allergy sufferers, but all of these dogs are prone to matting and need to be groomed on a regular basis. Check out the AKC's web site below for a better list of "hypoallergenic" dogs.

Yes but its pretty rare. If you feel your dog is having respiratory problems, you need to take it to the vet ASAP. It's very common for dogs to have allergies though, so this could be what's going on with your dog. You vet can do allergy tests to determine if the allergies are environmental or food allergies, and can then provide proper treatment.
