Winter, of course!
The real question is what time of winter. February in general is considered best from a snow point of view. In recent years the amount of snow has lessened due to global warming, and in January you might find that many good slopes are closed. In March, on the other hand, the snow starts melting.
February has its problems too. It's school vacation time, so the slopes are crowded and the lines are long. It's also the height of the season so prices are high and you have to book early.
I recommend the first week of March. By then there is bound to be plenty of snow, and hopefully its still cold enough so that it doesn't start melting.
I'd say it's a toss up between Warth-Schroecken and Damuls both in the Vorarlberg Austria. They both receive on average 300 cms of snowfall each winter!
This obviously is a highly subjective question and depends on what you are looking for as Colorado has a very diverse offering when it comes to skiing. If you are looking for an aggressive back country experience try Silverton. If you are looking for deep snow, steep terrain but also a great authentic ski town environment Telluride and Crested Butte can't be beat. If you are looking for a large mountain experience with a mature resort environment try Vail. If you are looking for a high end experience with great skiing with the family try Aspen (and hangout with the movie stars) or Beaver Creek (hang out with bosses of the movie stars). If you are looking for the classic old western town try Steamboat or Breckenridge. If you want a great ski experience with diverse lodging and cost options try Keystone, Winter Park or Copper... the list goes on and on. Enjoy.

Skiing vacations are a fun and active way to spend time with friends or family. However, when you add up the cost of accommodations, transportation, and lift passes, it can become quite expensive. Save money by renting your skiing equipment, rather than buying it. This is especially important for growing children, as they will not fit the same size skiing equipment for longer than a year. Many resorts and ski town offers places to rent equipment.

The best website for DELUXE Disney World resorts at a fraction of Disney's advertised price is StayAtWDW.com . They facilitate vacation stays from unused timeshare time. While that sounds iffy, it's Disney. Stay in Disney's most exclusive resorts for about the price of their advertised moderate level resorts.
