Loosen bolt in tension pulley, then loosen tension bolt. Replace belt. Tighten tension bolt. Last, tighten bolt through pulley.
Take off belt, remove bolt in center of pulley, replace with new pulley (comes with bearing). Reverse to install Take off belt, remove bolt in center of pulley, replace with new pulley (comes with bearing).
On the tension pulley above the AC unit there is a tension bolt behind the pulley. Loosen the front nut on the front of the pulley then loosen the long bolt to drop the pulley until the belt fits. Tighten the long back bolt until the belt is tight ( see manf. recommendations on torque ) then tighten the bolt on the front of the pulley.

The factory installed pump would have been a bolt on. Most replacements have pressed on pulleys.
Are you sure that bolt has to come out to change water pump? That bolt should be one of three that hold the p/s pump to the bracket. Those bolts are removed by removing the p/s pulley first. That requires a special puller to r & r the p/s pulley.
The 1994 would have a bolt on pulley while the 1998 had a pressed on pulley. Other than that they are same. If your car has a serpentine belt it will have a tensioner pulley. A tensioner pulley is easy to spot. All of your bolt on accessories i.e. water pump, alternator, a/c compressor etc. will have a pulley to run each one. There will be 2 other types of pulleys, a idler pulley and a tensioner. The idler pulley will be a single stationary pulley with a bolt going through the middle and the tensioner pulley will be on a spring loaded piviot.
Loosen the 18mm bolt about 4 or 5 mm and give the bolt a good wack and the pulley should pop. Then remove the bolt and pulley.
