It's called delamination. Alot of car companies through the 80's and up until the mid 90's would apply a coating to the car bodies to inhibit rusting. Instead of putting a primer on top of it they were using that coating as the primer. Paint needs a good primer to stick to. In just a few years, the paint would start to peel off the coating. sometimes in sheets.
