No. A bad starter would cause the car not to start.
If you have water in your gas line, this may be a cause for sputtering (simple scenario). If so, get some HEAT or product to assist evaporating the water in your gas. Good luck!
I can't tell much from what you've described but it sure sounds like either a fuel filter or a failing fuel pump.

Often a faucet will sputter if there is air in the lines. This happens if the water has been turned off and then on again. If this is the cause, it is only necessary to run the water a while and the air will get out of the lines, and the sputtering will stop.

A faulty alternator will cause those symptoms. You might want to get t checked out.
Bad gas, fouled plug(s), engine out of time, vacuum line leak or clogged.
That could be any number of problems. Anything from bad fuel to an ignition system problem to a fuel system problem,etc. The list goes on.
