Depends on what country you're in - the Tato Nano can be had for as little as $2500, although in the US the cheapest cars are currently the Korean makes. The Kia Rio can be had for under $12k, and the Hyundai Accent for under $10k, depending upon incentives. Both offer long term warranties (10/10), so the primary stuff (ie, engine/transmission) are covered for quite some time. That's not to say the vehicles will age gracefully, though.

The chaepest new car is the 2012 Nissan Versa at $10,990. At least here in the U.S.
