A sunscreen lotion is indeed mostly only a moisterizer with certain properties.

Some are easy to wash off.(general use)

Others are water resistant to a certain degree. (for swimming/bathing)

The trick is to add pigments to the lotion that reflect or absorbs the UV light.

For this, the industry today often uses Titanium Oxide.

Titanium Oxide does not poison the body and is not absorbed as such through skin.

Various levels of sunprotection from lotion have more or less TitaniumOxide in them.

This material is allso a reason for the sunscreenlotion to be more costly than only a moisterizer alone. Titanium is expencive.

I am sure other materials can be used instead, but maybe not with the same good and well documented effect.
