The cloudiest place in the United States is Juneau, Alaska and other locations along the southern coast of the state. Outside of Alaska, the state of Washington has several of the cloudiest places in the country.
On the western side of the Olympic Peninsula, in Washington State, there is an actual rain forest, with an average of over 240 inches of rain each year. This would be my candidate for cloudiest. Working in the area for a couple of years, I never saw the sun at Forks or Humptulips.
