From about the sixth century to 1870, the Popes were religious leaders, and also secular rulers over a swath of territory across the middle of the Italian Peninsula. The size and configuration of this territory varied greatly over the centuries, as did all the other Italian city-states that made up the peninsula. After the fall of Napoleon, the Kingdom of Piedmont -Sardinia began to conquer all the other Italian states, one by one, culminating in the conquest of Rome in 1870. The Pope then, Pius IX, believed he could not rule the Catholic Church without a sovereign, essentially politically neutral base, so from 1870 to 1929 Pius IX and his successors shut themselves up in the Vatican Palace, claiming they were the "Prisoners of Rome", and all the while hurling invectives and anathemas against the Royal Italian Government several blocks away in Rome itself.
Mussolini came to power in 1922, and he wanted to end the conflict between the Catholic Church and the Italian state, simply because it was a divisive factor. Most Italians were Catholic, and Mussolini saw the opposition of the Pope as a real problem in national unity for a budding dictator. So, he negotiated a treaty whereby the Pope was made the sovereign of independent Vatican City State, smaller than Monaco, Andorra, San Marino, or Liechtenstein. To compensate the Papacy for the loss of several hundred square miles of prime Italian real estate, Mussolini paid a tidy sum in Italian state bonds and cash.
