I believe that the United States did not officially become an independent country until the Treaty of Versailles was signed on September 3rd, 1783. From the first seeds that grew out of the propaganda document that Thomas Paine published entitled 'Commonsense' in January 1776, there came the drafting of the revolutionary document that would ultimately be published as 'America's Declaration of Independence' of July 4th, 1776. Of course, the Treaty of Versaille only covered the Thirteen States; land known as Spanish Florida was passed by the British to Spain and France had already ceded Louisiana to Spain in 1762. Britain kept Canada. What newly independent country bordered on the US?

When? The only two countries that currently border the US are Canada and Mexico. Canada became independent in the 1860s, and Mexico became independent (in intention at least, the same way the US claims "independence" in 1776, despite the fact that it took until 1783 and a bit of a spat for that independence to be formally recognized by Britain) in 1810. Neither of those are exactly "new." So clearly you must be talking about some historical date, and since you haven't given that, we can't guess.
