If by "smaller" you mean "colder" then no.

For numbers in Celsius, like numbers in general, all negative numbers are lower than all positive numbers. They meet at 0; positive numbers get higher to one side of the meeting point, so the more you move away from 0 (the larger the number), the warmer it is. In the other direction, you get colder as you leave 0 in your wake, thus negative numbers with larger values are colder than negative numbers with smaller values.


Just fyi, if you convert 4oC and -14oC in Celsius to Fahrenheit, you get roughly 38.9oF and 6.5oF, respectively.
