The answer to this depends on the year. During the 1980s and 1990s (until 1999) there were very few differences between the two cars beyond the body and trim levels.
After 1999, they became completely different cars.
Between 1983 and 1997 they shared the same frame (the 'fox' frame) and the only big differences were trim levels and the availability of the standard transmission.
Keeping in mind that the Cougar has been available for decades, models before 1983 would require more research. The platforms were different a number of times in their history.

My understanding is that, at least from 94 to 97 the 4.8l v8 engines are the same for the cougar, t-bird, mustang, Lincoln mark VII... Unfortunately the lug pattern is different, the wheels will not interchange. You can use Thunderbird or Cougar wheels.
