Cats urinate through the same mechanisms as most land mammals. They store up urine in the urinary bladder, then when the urinary bladder is full they look for a safe place to urinate at. Typically cats prefer to bury their urine, so they will often look for soft dirt, sand or other absorbent/draining surfaces to urinate on. They posture then relax the sphincters around the urethra to allow urine to flow out, often accompanied by contractions of the urinary bladder to fully empty it out. Once done, the cat will often circle around, sniff the area to see how strong the odor is, then scratch the surrounding surface with their front paws to cover the urine and mask the scent. One exception to this is an intact male cat who is marking his territory - he will often spray urine around at tail height deliberately as a way of warning off rivals.
A cat urinating is a cat that digs in the litter box or dirt and squats down, then urinates. A cat spraying is a cat that backs up to something, like your draperies or a wall and sprays out their urine. You will be able to see the difference easily. If your cat is spraying, then neutering or spaying is your only hope to stop this behavior. It is normally the males that spray, marking their territory but I have seen female cats spray too. Neutering the cat normally fixes this problem unless it has become a learned behavior. So the sooner the spaying or neutering is done then the better chance you have of your cat stopping this spraying behavior. Good luck. Don't forget giving your cat their needed vaccinations too.
A cat sprays when he or she is marking his or her territory or in distress. Spray, I believe, is the same as pee, maybe just a bit smellier. Cat urine is just like human urine, it is the liquid from the chyme (pronounced kine) and impurities from the blood.
He probably feels insecure of his territory and needs to mark it, there are probably some male cats around.
If your litter box is clean, he might have a kidney or bladder infection. You should phone the Vet and ask whether he needs to see your cat. I've heard that peeing everywhere is a symptom.

You should not give your cat phenoxybenzamine if he is having trouble urinating. The best thing to do would be to take him to a vet.
