The "not for new installation" warning, is because in all new aplications you need presure balanced valves, to prevent scalding. Or the product has not been certified to standard(s). Does not mean the product will not work, but if it does not bear the appropriate certification markings it may not pass inspection typical of new construction (or permit projects, essentially one in the same). Offshore goods are a prime example.
