Glacial acetic acid is a trivial name for water-free acetic acid, which is the more common name for (a solution of) ethanoic acid (CH3COOH). So in its most purest liquid state.

Especially the food grade, 4% to 10%, acetic acid solution is called "vinegar" and is of natural oxidative alcoholic fermentation origin.

Sort of. Glacial acetic acid is an archaic/traditional term meaning acetic acid with no water... it's much, much stronger than 3%, so you'd need to dilute it with water first, but after diluting it by a factor of 30 or so you'll essentially have 3% acetic acid.
