Federal laws are laws that are passed by the federal government and enforced by the US Government Agencies. There are criminal laws involved, usually dealing with crimes against the government and laws that just provide fines and such. The penelaties and range from long or short prison sentences in federal prison to include fines.
State laws are those that are passed and enforced by the state. They cannot contradict the Federal Laws and apply only to the specific state. The state enforcement agencies also have a duty to insure that Federal laws are not being broken. Most criminal laws are state created and penelaties include fines and short or long prison sentences.
Local Laws are created by smaller political entities such as counties, townships cities and towns. They are usually about zoning rules, parking and smaller things. Typically but not always they are civic infractions that might involve fines, but not always jail time. but they can include jail time usually no longer that a year.

A state law is created by the state and only pertains to that single state. A federal law is created by the national government and is enforced throughout the whole nation. Federal law overrides state law.
Local law is only the laws for a small area, like a county or a city.
