What Gandhi meant by this is, the world has good people and bad people. The dirty drops (being the bad people) in the ocean (being the good people) do not ruin the integrity of the ocean. Basically, even though there are some really bad people out there, you can't just look at the world as a crappy place. Try to find the good side of things and you'll find your faith in humanity.
