What is the easiest way to replace the turn signal flasher unit on a 1990 Buick Century?

Take it to a independent shop. Open access panel directly under steering column, pull off flasher unit (metallic cylinder) take to auto parts store (no more than 10 bucks) , put on new one, drive safe.

No they are not. The hazard flasher should be located in the fuse panal. While the turn signal flasher is located behind the dash near the AC controls. Can be a pain to find and replace.
