check the bulb in the headlight that is not working if it is fine test your wires to make sure it is not shorted out some wear

Generally speaking, high beams and low beams are two different elements in the headlight bulb, so if one is burned out the other can still work fine. you will need to replace the bulb.
Whether or not it is legal, its not wise. for one might mistake a single headlight or lamp for a motor cycle, which can put you or the driver in a predicament within a few seconds if one happens to make a mistake or error on the road. It's life things WIll happen but until then prevent it.
