If you multiply the voltage across a load by the current drawn, the result is the power consumed. Simply put, Volts x Amps = Watts. The theoretical relationship between watts and horsepower is 720 W =1 HP. This would hold good in practice if motors or generators were 100% efficient, but none of them are. A motor that produces 1HP of mechanical work will usually consume somewhere between 750W and 1000W.
Looking at your motherboard, the RX 480 will work with your rig no doubt. Just a suggestion, depending on what games you play, you could get a Geforce GTX 1050 Ti, as it is more than $100 dollars less, and can still run games very nicely with decent frames.
