The firing order on the head is 1-2-3-4 starting from the driver side. On the distributor it should go 1-3-4-2. I'm not really sure where the number one on the distributor cap is. Looking at the distributor from the passenger side, it should be the the top left or bottom left.
If your 1994 Honda Civic is sputtering, it may be due to a clogged fuel line. Another possible cause is that one of the pistons isn't firing correctly. A tune up might be in order.
