The float valve is probably stuck open.
It is fuel related and depends on the model as that HP could either be a diaphragm carb (and that would be it) or a float carb (and a dirty jet is likely the culprit.
The fuel float may be stuck in the closed position. Or, the carburetor needle valve may be closed.
Check fuel filter or sticking float: replace filter clean carb. hope this helps

Then three screws must be removed to take the halves apart. Turning the upper half upside down and the float to be level in relation to that part of the body accomplishes the adjustment.

won't stay running starts and goes then stalls Sounds like might be a float ,fuel filter or maybe just needs a good cleaning. Hope this helps.
It could be that the spark need to be replaced. Other reasons could be that the carburetor needle valve is opened too far, or the float is stuck in the open position.
The carburetor float may be stuck in the open position and allowing fuel to seep through the carburetor into the intake and into the cylinder. The needle may also not be seating correctly , check the float the check to make sure the needle is seated properly.
It is inside the float bowl hooked to the float witch is usually on the bottom of the carb. Hope this helps.

I would start with float sticking or maybe fuel filter plugged filter and run some good carb cleaner threw a tank of fuel if that does not fix your problem you may have to take the carb apart and clean it.
