The manual on most Villagers states that the fuel tank capacity is 20 gallons. I've never been able to put in more than 17 gallons even when the gauge is at the bottom and not moving.

The fuel pump is located in the tank, and the tank must be removed to access it.
You'll need to install a tee into the line by the fuel filter to check it, there is no shrader valve.
There is no reset for the fuel gauge. The sending unit in the fuel tank has probably failed.
