Changing the fusebox on a 2002 Peugeot 206 will not affect the cooling fan if the unit is replace with a working box. The fuse box's main function is to prevent a power surges from ruining mechanical parts, so if the fuses are fine than the cooling fan will be as well.

Not enough info. WHICH fan? Engine cooling fan? A/C cooling system fan? Circulating fan in passenger compartment?
The guage goes up when the vehicle is overheating. Possibilities to start checking are: air pocket in cooling system, sending unit is defective, cooling fan not working, guage is broken, head gasket leak, cooling system leak.

If by cooling system you mean the cooling fan, it takes a while for the coolant temperature to rise enough to trigger the temperature sensor that activates the fan. This is to help warm up the engine and to avoid unnecessary operation of the cooling fan when it is not needed.
If the engine cooling system fan, check the fuse/relay to see if the it has blown out. If not the fuse/relay, the cooling system temperature sensor switch may have failed. For he A/C system auxiliary cooling fan, the same trouble-shooting method. If you are referring to the cabin interior circulating air fan - check the fuse and/or the switch that controls the fan speed.
The sensor on the thermostat housing is a cooling fan switch. Cooling fan switch closes the circuit to engage the cooling fan(s) when the optimum temperature is reached. When not replaced, cooling system fans will either remain continually "on" or not function causing the engine to overheat, internal engine damage and/or temperature light illumination.
Check the vans entire cooling system including the temp sending unit, cooling fan, thermostat an water pump. One of these is probably bad and needs replacing.
