On a 2001 Ford Explorer the airbag control module is located behind the passenger side kick panel (located to the right of the passengers right foot if seated in the vehicle).
Only if there are placecards and the person has inadverdantly seated themselves at the wrong place, then say " Excuse me, but your assigned seat is over here, and guide them there. If there is no designated seating, you are kind of stuck.
