The Federal American government is based on having the central government split into three separate branches. There is a judicial, executive and legislative set of branches. This was created to prevent any one sector of the central government to gain power over another branch illegally.Also, the governing document of the US, the US Constitution, clearly delineates the powers the central government has. All powers not given to the federal government are left to the states. This makes the US government one of the most civil rights laden one in even the western democracies.
