The body called the Electoral College officially designates who will be the US President inaugurated in January following the previous results of the November elections.

A territory is an insular area protected and adminstered by the United States. A commonwealth is a self-governing insular area that elects to be part of the United States. Commonwealths, territories, and protectorates are insular areas whose people are citizens of the United States, with the exception of America Samoa. The Samoans are nationals--free to go anywhere in the United States--but they are not citizens.
If there is no clear winner in hte electoral college, the House of Representatives elects the president by simple majority vote.

These people are called electors. They make up the electoral college which formally elects the President.
The Electoral College formally elects the President, a few weeks after the popular vote. Electoral votes go state by state, and equal the number of Representatives (aka Congresspeople) in each state. In the case of a stalemate, the United States Supreme Court steps in, and declares a winner. This happened in 2000, to settle the stalemate between Al Gore and George W. Bush.
