I have an 09 V-Star 950. After I put on a V&H Big Radius 2-2 exhaust, a Baron Custom air kit and a Dynajet Power Commander I had it dyno tuned. My bike came out with 53.4 hp @ about 5440 RPM. I didn't have the sense to test it before I did all that but it will give you an idea. They say you can expect a 5-10% increase so I'd guess starting hp is about 50-51.
By the battery, underneath the seat locking mechanism. Remove the seat, take out the two bolts holding the locking mechanism to the frame and underneath that you will find the fuse box.

There's a keyhole on the right side of the bike - "upside" when on the kickstand. Look on the plastic trim piece under the seat. Insert and twist the key while pulling up on the front of the seat. BE CAREFUL when you replace it! Mine has an electrical cable that tends to get in the way.
