Counter Strike is currently in version 1.6. 1.7 doesn't exists so you won't find any servers.
In the strictest legal terms, WoW servers are not legal, since they require a (basically) hijacked version of the official server software to run, which is not the property of the people running the servers.

It's probably because you're on a different version of Minecraft than the servers you're trying to load up. Usually servers are up to date, so if you keep to an older version for mods/texture packs or whatever reason, I would recommend just switching to the most up to date version of Minecraft when you want to go online, and then go back to your current version when playing singleplayer.
