Neon tetras (Paracheirodon innesi) Do not have babies, they lay eggs and the eggs are fertilised outside the body. They are notoriously hard to breed requiring semi darkness, very soft water and pH around 5.8 to 6 and a temperature of 80F.
There is no specific time. Tetras will normally develop/produce eggs when conditions are right for them to spawn. If they fail to be spawned out by males, the eggs can either be expelled, reabsorbed or remain in the fish ready to be spawned when conditions become good again.
Tetras can usually be expected to live several years under good care. Emperor tetras can live for up to ten years.
Many won't live long. Mine only lived for about two weeks. Not a very good fish to buy if you don't want it to die soon after you buy it.
