The idea that government was not all powerful had become an accepted part of the English system by the time the first colonies were founded in the New World. The idea first appeared in the Magna Carta, also known as the Great Charter, that King John signed in 1215. It established the principle of limited government, in which the power of the King, or government, was limited and not absolute. Limited government is also found in the US Constitution. The Constitutional Convention developed the system of federalism, which insures limited government on a national basis.

basicly, no one is above the law. even the president has to follow the rules the legislative branch makes. he cant just go off and do random things

The limiting power of governemet is related to how much the citizens will take before they revolt. A demonstrate by North Korea, China during the Cultural Revolution and France after the revolution good salesmanship and/or an iron control over the peoples lives can make this point quite extreme.

Benjamin Franklin was asked by a reporter "What kind of government have you men given us Mr. Franklin?"

He replied: "A Republic, if you can keep it."

Of course the discussion is how lapsed Americans have been and how a majority of them feel about it... probably not much.

The government is supposed to be self limiting, with checks and balances: Ultimately it is you and I that limit its power, by reserving the right to demand redress of grievance from the government, or to violently overthrow the government if redress is denied.
