Not sure how similar a '98 Ford Ranger XLT extended cab is to a 2001, but I changed one of my sensors recently. There is one on each side of the engine in the exhaust pipe leading from the exhaust header to thecatalytic converter. Apparently there is also one located after the catalytic converter as well.
The one I replace was on the passenger side. I found it easiest to access the sensor by removing the right front tire and working through the wheel open to get to the sensor.
You will need the special socket designed for use with oxygen sensor installation/ removal, this prevents damage to the wire harness when working on the sensor. You can buy these at most auto parts stores.
Initially I was not aware there were two oxygen sensors, and I replaced the one on the driver's side first. Only to find out that my Check engine light came back on after I replaced the sensor. When I place the new sensor on the passenger side everything worked fine. The wire harness are not the same length for both sensors. Be sure you know which one needs to be replaced. Also make sure the any excess wiring does not touch the exhaust pipe when you replace the sensor. Hope this helps. Good luck.

I'm not a mechanic / technician but the automatic transmissions on a 2001 Ford Ranger would be electronically controlled , so there wouldn't be a modulator valve
