He did not want to provoke the south into attacking, and also he did not believe that the south was capable of carrying out the threat.

Interestingly enough southern statesmen had been preparing for the eventuality for quite a few years by doing things like having harbours in southern cities shallowed to a depth that would not allow northern warships in them, the assault and near death of congreessman Charles Sumner by pro-slavery fellow congressman Preston Brooks and the armed clashes in Missouri and Kansas from 1854-1858 resulting in "Bleeding Kansas" gave ample evidence that the south was deadly serious in it's intentions.

On another note, South Carolina had "in effect" seceded once before in 1832 via the "Ordinance Of Nullification" which gave precedence to state laws over federal ones. President Andrew Jackson responded quickly with military force (a Force Bill authorizing military action against South Carolina) and the crisis was averted. A visitor from South Carolina once asked Mr. Jackson if he had any message to relay to his state. President Jackson's response was "Yes I have; please give my compliments to my friends in your State and say to them, that if a single drop of blood shall be shed there in opposition to the laws of the United States, I will hang the first man I can lay my hand on engaged in such treasonable conduct, upon the first tree I can reach." A wise man considered very carefully before raising President Jackson's ire.
