The mark on the front isn't a mint mark. It's actually an intertwined "AF" and is the monogram of the coin's designer, Anthony Di Francisci.

Designer's monograms cause a lot of confusion today. Up till 1964, most mint marks were on the reverse side of US Coins while monograms were on the front. Mint marks were suspended from 1965 to 1967; starting in 1968, they were moved to the front of all denominations while monograms were made less prominent.
