There are two unrelated 'Stigner' surname family groups, with the possibility of a third that may originate in Germany or Central Europe.
One group left the Alsace in the mid 1700's carrying the name 'Steckinger', and settled in 'Swalmen', in Limburg (a Germanic speaking area covering Southern Holland, part of Belgium, and part of Germany). The Limburgish German presumably had difficulty pronouncing the Alsatian German, and the name began to metemorphise into the name Stigner. This gradual change was helped along with the region of Limburg being governed by the French during the Napoleonic wars, as can be seen in the Frankification of many names in the area in records of the time. There are no known Stigners still living in Limburg, or Holland for that matter, but there are branches of the family living in the UK, Belgium, Australia, New Zealand, USA, Turkey, and possibly in France.
The other 'Stigner' family originates in Scandinavia where there are members living today. There are also members living in the USA; for this see the family tree of Joseph Leif Stigner.
