That is what a salvage yard receives when a vehicle is purchased at auction and intended for being parted out, totaled insurance wrecks, or tow yard impounds. In some cases the vehicle is in good enough shape that with some repair it can be road worthy again so it is sold with a salvage title. When the vehicle is inspected and once again registered a normal title will be issued.

=== === == The above answer is correct until the last sentence. When a car is in an accident, flooded or sometimes even stolen/recovered (things vary from state to state) and the repairs exceed 75% of the car's value it is totaled and issued a salvage title. Once a car is issued a salvage title it can not legally be made "clean" again, only salvage/reconstructed or totaled/reconstructed depending on how a state words it. Unscrupulous sellers can always find an illegal/unethical away around this but since a reconstructed car(i.e. a salvage car that has been rebuilt to roadworthy standards) is worth 40% less than a comparable clean titled car, buyers need to beware and do their homework with Carfax, VIN and title number checks before they purchase any used car. Otherwise, they will pay too much for what they get. Salvage cars can sometimes be fine purchases, just pay the right price!

If a salvage yard owns a car is the title considered salvage?

Depends on the existing title, if the salvage company owns the vehicle and it does not have a salvage title then they would be just another owner like anyone else and this vehicle would have a clean title assuming that there are no lean holders. On the other hand if the vehicle in question has already received a salvage/non repairable or similar title then salvage/non repairable or similar title would follow the vehicle not a clean title.

What does it mean 'the car is PS title'?

It means that the car was damaged, but was not reported as a salvage title. A PS Title is Pre-Salvage. It is a clean original title on a car that in most cases should have been transferred as a salvage title, but for whatever reason was not.

What is the difference between a salvage title and certificate of salvage?

Salvage title means it is a "title" that can be ugraded into rebuilt/prior salvage depending where you live in America. Certificate of Salvage is not a title and can never be a title it is just a certificate saying that the MVA is giving you proof that you own this parts car or what ever it is. It is never allowed to drive on public roads even after you fix it. -The Muslim guy
