This may not be the one being referred to but, the insignia of a propeller with gold wings (like a bird not a plane) signified the 1940's Army Air Corps, the one used now differs slightly. The collar insiginia for the old Army Air Corps was a small set of wings with a vertical propellor. The device was worn up until the US Air Force was created in 1947. It's not technically an award. You're describing the Branch of Service insignia for Army Aviation personnel. It symbolizes a person who holds an Aviation specialty.
