Disc (Rotor) Minimum Thickness is determined by the motor vehicle manufacturer during initial vehicle design. Most of the time it is stamped on the rotor itself. Some states have rules on what they consider the minimum safe thickness. Look on the rotor.

There is a engraved number on the outer rim of the rotor. This will be where the rotor is the largest in diameter. It will be hard to read if the rotor is rusty. This number is the minimum recommended thickness. You may have to use a dial caliper to accurately measure the rotor.
I believe this info is cast into the disc. Ask a dealer or a parts house.
