The most likely cause would be that the solenoind in the compressor is not venting properly. A little bit of extra information is that Lincoln had a high failure rate with the F5AZ 5A919 A (control module) for that vehicle. But, most likely the compressor is not venting properly.

A problem has been detected with the air suspension system Take it in for servicing
Likely your system has a leak and the compressor can't keep up with the volume of the leak. <><><> Agree. The air bags in the suspension of ours had developed small holes, and the compressor could not keep up. Get that fixed before the compressor burns out.
On a 1999 Lincoln Navigator : The air suspension shut off switch is in the front passenger footwell , by the kick panel ( for any time you are changing a tire , if the vehicle is being towed , or if the vehicle is on a hoist that allows the wheels to hang down , shutting off the air suspension system will prevent any damage to the system )
The compressor is located on the front passenger side of the engine compartment just in front of the battery. (man, have we had problems with the whole suspension system!)

if you need to disable it then go to the trunk and turn off the air system on the left side.
The front suspension may have excessive positive camber
you can turn the switch off (located on the right side of the trunk) or you can replace the air springs with regular spring. there is a special suspension kit
Most likely a sealed suspension system with no grease fittings if original
A front suspension system has excessive steering effort and rapid steering wheel return. The most likely cause of this problem is
