This can be a little bit of a tough question to answer, as 'machine gun' defines an operating mechanism, but it also used as a class of weapon. Any weapon with a bore of 20 millimetres or greater is classed as a cannon, even though many of them actually are machine guns. However, for argument's sake, we're going to go with the class definition, and limit it to weapons which do not fall into the category of an autocannon.
In this class, the Belgian BRG-15 - which fired a 15.5x115 cartridge, was the most powerful. However, it never saw adoption by any military force, since the project was canceled due to the end of the Cold War. However, as the post-Cold War world is presenting new challenges, it is quite possible that this project may be taken off the shelf, and become a reality.
Until such time as that occurs, the most powerful weapons in class which actually are in use would be the Soviet KPV and Chinese QJG-02 machine guns, both of which fire the 14.5x115 cartridge.
