Why didn't coalition governments last very long?

It is usually difficult to get much real cooperation in a coalition government, because the members of the coalition would all rather defeat the other parties and form a majority government, than cooperate with the other parties and perpetuate the coalition.

How are the leaders selected in the Netherlands?

After each election for the Dutch House of Representatives, the parties start negotiating for a coalition. Once a coalition is agreed on, the monarch appoints the leader of the largest coalition party as the Prime Minister, by decree. This is a formality because the House of Representatives can dismiss the Prime Minister with a majority vote. The most recent coalition was formed after the 2010 election with the People's Party for Freedom and Democracy (31 seats), the Party for Freedom (24) and the Christian Democratic Appeal (21). Together the coalition holds 76/150 seats in the House of Representatives. The leader of the People's Party for Freedom and Democracy, Mark Rutte, was appointed Prime Minister.

If each party elected 269 members to the House of Representatives which party would control the House?

I'm sorry... I asked the wrong question.... I thought the House had 538 members.... that's the Electoral College. The House, for good reason, has an odd number of members. If there were, for example, 217 Republicans, 217 Democrats, and one independent, the independent could caucus with one of the major parties to form a coalition majority.
