The material is an asphalt impregnated fiber material designed to block and penetration of water and be somewhat flexible. During the lifetime of the roadway the maintenance efforts will often fill the gaps with a liquid tar based sealant to keep water out and prevent the creation of potholes. Water gets through and washes out the supporting structures which causes cracking. Water and ice are the enemies that cause potholes and other problems.

A major reason is that the concrete protects the steel from any fire. Steel only construction requires the steel to be covered in a fire protection material.

When the concrete sets and gains strength through this process it is known as curing. Test cylinders of concrete for construction projects are placed in a curing room where they are continuous misted with water at 23 +-2 degrees Celsius for 7 and 28 days before testing. This provides adequate curing.
Rebar is an informal term for steel "reinforcing bar". These are steel bars that are placed within the structure before the wet concrete is placed. The rebar provides almost all of the resistance to tension and shear within the structure.
A simple explanation: PRE tensioned- cables are tensioned, and the concrete is cast around it. The tensioning is done BEFORE casting the concrete (PRE = before). POST tensioned- cables are placed inside of ducts or are greased to prevent bonding to the concrete, the concrete is cast around the cables, and then the cables are tensioned after the concrete has reached a desired strength. The tensioning is done AFTER the concrete is cast (POST = after).

Honeycombing in concrete can be formed due to the improper consolidation of concrete. If Concrete is not consolidate when it is placed inside of form work air voids could remain between the forms and the concrete creating honeycombing. Proper consolidation can be achieved by the use of vibrators.

If your concrete padio was installed correctly with the correct amount of class 5 material placed under it the flagstone will be fine up there. I landscape and have a few of these and have never had any reported issues from clients.
