England doesn't have a single person "in charge"; the Queen is the monarch, she has very little official power - but a lot of influence. The prime minister is the prime minister of the United Kingdom (which includes England), but it is arguable whether he rules the UK; again he has great influence, but he doesn't actually run the country, the power is devolved through cabinet ministers.

The present reigning queen of Great Britain is Queen Elizabeth II.

But not in the true sense of "ruling monarch", The country is governed (ruled) by Parliament.

She is also Queen of Canada, Australia, Saint Vincent and the Grenadines, Jamaica, Barbados, the Bahamas, Saint Kitts and Nevis, Papua New Guinea, the Solomon Islands, Grenada, Tuvalu, Saint Lucia, Belize, New Zealand and Antigua and Barbuda.

Queen Elizabeth II is the monarch but she does not rule as the UK is a constitutional monarch. The political decisions in the UK are made by the Prime Minister (Gordon Brown) and the Cabinet in conjunction with Parliament.

By 'ruler' I presume you mean 'monarch'. Then the answer is Prince Charles (the Queen's eldest son) who will only become king upon the queen's death. Although the term 'ruler' implies the monarch has power, in actual fact the monarch is only a figurehead for traditional/ceremonial purposes and does not have any political power. We have an elected leader called the 'Prime Minister' who governs the UK.

Furthermore, the monarch is not solely king/queen of England but in fact the whole of the United Kingdom (the unification of England, Scotland, Wales & Northern Ireland) and many other countries around the world, most notably Australia, New Zealand and Canada.

England is a democratic country that is part of the United Kindom of Great Brittian and Northern Ireland. As a democracy the country is ruled by its people though its parliment. The head of state is the Queen and the head of the government is the Prime Minister.
