The external ip address is the ip address that is broadcasted to every website you visit and every person you email. It is unique (opposed to an internal ip address) it is also the only type of ip address that can approximately located.

So to answer your question, an internal ip address is a unique number that all devices on an IP network use to identify themselves, but it is only unique on your network. An external ip address is the unique number that devices use to identify themselves to the world and this can sometimes yield their location.
