The new law is 316.2085:
The license tag of a motorcycle or moped must be permanently affixed horizontally to the ground and may not be adjusted or capable of being flipped up.
This law says nothing about where the plate should be located, or how visible it should be. It only says that it has to be horizontal and permanently affixed, ie not a flip up license plate. this is a moving violation and carries a fine of $1,141 dollars. the third offense is a felony.
316.2085 also includes provisions regarding your front or rear wheel leaving the ground. and your body position while riding:
A person shall ride upon a motorcycle or moped only while sitting astride the seat, with both wheels on the ground at all times, facing forward, and with one leg on each side of the motorcycle or moped. However, it is not a violation of this subsection if the wheels of a motorcycle or moped lose contact with the ground briefly due to the condition of the road surface or other circumstances beyond the control of the operator.there is speculation this law will be modified because of its poor wording, and that a law already exists regarding the horizontal placement of plates on vehicles which is punished as a non-moving violation: 316.605
