It is to say that as part of the official public prayer of the Church, the Church can only give official recognition to those who lived their lives in full union with the Catholic Church. If the Church were to do this, the Church would be giving implicit belief that "All religions are the same, it does not matter what you believe, all religions are equally valid." Some liberal Catholic Churches are known for adding names to the "Canon" especially in the "Litany of the Saints;" of those who they believe were a good person or are in heaven. Such a practice is NOT permitted.
