The LONG end of the petcock valve is the indicator of the positioning of the valve.
6'oclock is MAIN
3'oclock is OFF
12'oclock is RESERVE
Correct - at least on my 89 FLHTC. The handle points down for normal operation.
New models do not have petcocks.....

I think you may find that the letters ar Pri - Prime - the position of the petcock that will allow fuel to flow freely all the time. Should only be used when the carbs are empty of fuel (eg when carbs have been drained or bike not run for some time. Leaving the petcock in this position may lead to hydraulic lock in the cylinders if your carb float valves do not seal perfectly. So only use it in this position to refill carbs if they were thought to be empty.
If you you turn it clockwise as far as it will go it will be in the reserve position. Anti-clockwise as far as it will go is the on position. Halfway between the two is the off position. All this presuming of course that you have the stock petcock. Mine is a 2004 XL1200c, same filter. It sets on top of the petcock in the gas tank. It is a super fine filter and does get clogged with normal use. You do not need to remove the tank, carefull syphen all the gas from the tank. The chrome nut is double threaded, it has resevse threads on each end to mount and dismount the petcock to the tank. Pull the vacume tube from the back of the petcock, pull the gas line from the bottom of the petcock. The Filter is pressed onto the petcock, so after you lower the petcock the first inch, take a fine screwdriver and gently pry the filter from the petcock. Remove the percock, then carefully pull the fuel filter down. It is about 3.5 inches long. I suggest you replace it, not just clean it, Once it's clogged, it will clog again in short duration. Hope this helps.
Remove and clean the petcock. Replace and if it still leaks, replace with a new petcock.
Float may be stuck in carburetor, or you may need to turn the petcock to the off position when not riding (if applicable). ~RC@HD~ ANSWER: Another posibility is that the gas cap is not venting correctly and when the bike sits in the sun, presure builds up in the tank forcing gas out of the overflow vent in the carb.
